The following schemes covered under State Plan and Non-plan Budget will be governed by these guidelines.

Plan:

1. Asom Vikas YojanA(AVY)
2. Specific Fund(SF)
3. Decentralized Planning(DCP)

Non-plan:

1. Construction/Repair/Renovation of BOPs.

AREAS UNDER OPERATION:

The inter-state Border Areas fund under Plan/Non-Plan will cover the following 24 districts which are located along the inter-state border and sharing boundary with the neighbouring states of Nagaland, Arunachal Pradesh, Meghalaya, Mizoram, Manipur & West Bengal. These districts are Morigaon, Dima Hasao, Dhemaji, Goalpara, Dibrugarh, Kamrup, Kamrup(M), Golaghat, Jorhat, Lakhimpur, Sivasagar, Karbi Anglong, West Karbi Anglong, Tinsukia, Hailakandi, Karimganj, Sonitpur, Cachar, Dhubri, Udalguri, Kokrajhar, Charaideo, Biswanath and South Salmara-Mankachar. The people living in this backward border areas within a minimum radius of 0-10 KM from the constitutional boundary of the state will be benefited from this programme.

FUND FLOW:

As provided by State Plan Budget and Hon’ble Chief Ministers Special Package declared from time to time or any other fund allocated for Inter-State Border for which the expenditure will be made as per this Guideline.

Sectors to be covered by the schemes:

(1) Improvement/Construction of roads and bridges.
(2) Drinking water facilities.
(3) School building.
(4) Solar Electrification
(5) Community Halls
(6) Providing Motor vehicle for BOP personnel for patrolling and prevention of illegal encroachment by neighbouring states.
